Historical Background:

Macaulay’s Minute -1835

Macaulay advocated the ‘English as the language of instruction’ system of education for India in the interest of the British Empire. His minutes was accepted and issued the proclamation in March 1935 by Lord William Bentinck.

Wood Despatch of 1854




The Wood’s Despatch 1854, recommended that primary schools must adopt vernacular languages, high schools must adopt Anglo vernacular language and on college level English medium for education.

His recommendations led the establishment of Universities in Presidency town of Calcutta, Bombay and Madras.

Hunter Commission – 1882

Lord Rippon appointed an Indian Education Commission in 1882 under the chairmanship of Hunter, popularly known as Hunter Commission. He let important reformation in primary and secondary education.

Indian University Commission (Shimla Education conference) 1902

The Indian University Commission under the viceroy Lord Curzon in 1902, further it led Indian University Act 1904

Sir Sadler Commission – 1917

Calcutta University Commission under the chairmanship of Sir Sadler in 1917




The GOI Act 1935

Education is divided education in to two list i.e. Federal List and State List

University Education Commission in 1948

This commission was set up under the Chairmanship of Dr. Sarvapalli Radhakrishnan.

Mudaliar Commission – 1952-53

The Secondary Education commission known as Mudaliar Commission

Indian Education Commission (1964-1966)

Popularly known as Kothari Commission to examine all aspects of the educational sector in India to advise guidelines and policies for the development of education in India.

National Policy of Education 1968, 1986 and 1992 (Implemented in 2005)

The Government formulated the National Policy on Education (NPE) to promote education amongst India’s people to cover basic education to both rural and urban India.

First National Policy on Education 1968- Prime Minister Indira Gandhi. Radical structuring is about compulsory education for all children up to the age of 14, as specified by the Constitution of India. Because of Hindi was adopted as the national Language the policy put wait on learning Hindi to promote it as a common language for all Indians.

Second National Policy on Education 1986– Prime Minister Rajiv Gandhi. It was named as “Special emphasis on the removal of disparities and to equalize education opportunity”.

Third National Policy on Education 1992- by Prime Minister P.V Narsimha Rao

Later on it was adopted as Common Minimum Program in 2005 by Manmohan Singh. All India bases common entrance examination for admission in all professional and technical programmes in the country.

National Curriculum Framework (NCF-2005)

The National Curriculum Framework is one of four National Curriculum Frameworks published in 1975, 1988, 2000 and 2005 by the National Council of Educational Research and Training NCERT in India. The document provides the framework for making syllabi, textbooks and teaching practices within the school education programmes in India.

National Curriculum Framework (NCF-2005)

The National Curriculum Framework is one of four National Curriculum Frameworks published in 1975, 1988, 2000 and 2005 by the National Council of Educational Research and Training NCERT in India. The document provides the framework for making syllabi, textbooks and teaching practices within the school education programmes in India.

The Document is divided into 5 areas:

  • Perspective
  • Learning and Knowledge
  • Curriculum Areas, School Stages and Assessment.
  • School and Classroom Environment and Systemic Reforms.
